The economic and public health crisis caused by COVID-19 was devastating disproportionately hurt Blacks Hispanics some other groups. Unemployment rates measures of material hardship were higher increased more during the among than non-Hispanic Whites. Congress authorized a historic policy response, incorporating both targeted universal supports, expanding level duration benefits. This response yielded remarkable result an estimated decline in Supplemental Poverty Measure between 2019 2020. We study administrative data to investigate impact Nutrition Assistance Program (SNAP) crisis. find that participation SNAP counties experienced larger employment shock. By contrast, increase total benefits inversely related benefit increases less generous Black Hispanic participants White.
